What is HP Setup?  (from Hewlett-Packard)

HP Setup helps you setup and explore some of the features included on your computer. It guides you step-by-step and provides direct links to important HP and Windows applications.

Overview

HP Setup is a program developed by Hewlett-Packard. It is bundled and preinstalled with various Hewlett-Packard computers. The most used version is 8.6.4530.3651, with over 98% of all installations currently using this version. A scheduled task is added to Windows Task Scheduler in order to launch the program at various scheduled times (the schedule varies depending on the version). The main program executable is hptcs.exe. The software installer includes 62 files and is usually about 48.22 MB (50,566,087 bytes). TemplateUpdater.dll is the automatic update component of the software designed to download and apply new updates should new versions be released. In comparison to the total number of users, most PCs are running the OS Windows 7 (SP1) as well as Windows 10. While about 67% of users of HP Setup come from the United States, it is also popular in United Kingdom and Canada.

This program is pre-installed on the PC

Such software is installed by the manufacture when delivering the PC to the end user. Some pre-installed programs are considered bloatware as they are simply limited function trials, while others are required for proper PC operation.

HP Setup has some tools for setting up your computer right after you get it, but, can surely be installed after that.
